|
Gain insight into the purpose and design of the FSA’s supervision approach
Respond appropriately to questions put by the FSA
It provides an opportunity for executives to practice responses in a safe environment with expert coaching and feedback. The FSA approach to supervisory visits invariably begins with a one to one interview with the executives undertaking significant influence functions. The FSA’s objective is to obtain reassurance that the firm has, or will have, in place the systems and controls that will enable it to comply.
We also create a tailored bank of questions that the FSA is likely to ask based upon our intelligence from the market and the FSA's own information. To do this effectively we will require some information from the firm including the risk register and role profiles of the interviewees. Areas of interest in the initial interviews are likely to be: -
Risks and risk controls,
Strategy
Corporate Governance,
Structures and organisation
Compliance culture
Managing the competence of direct reports and staff generally
There will also be specific themes that the FSA will cover, for example, Conflicts of Interest and Treating Customers Fairly
Specific questions could include: -
“How is the board assured that risks are being identified, measured and monitored?”
“Is the risk management process embedded in the firm’s strategic planning process?”
“How do you ensure that your staff are competent?”
“How are serious concerns or breaches escalated?”
Who should attend
As part of the ARROW visit planning the FSA will have idenitified the people they wish to interview. They will alsways want to meet the senior management groups and will sometimes want to interview the people seeing customers or undertkeing a more junior role in finance or administration. As a general guide all of the senior managers should attend this event.
How delegates will benefit
Up date on current issues for the FSA
Debate and agreement on the hot topics for the firm
Consensus on the correct prepsentation of the way systems and controls operate
Opportunity to practice the interview in a safe and constructive environment
Do's and don'ts for the interview itself
Areas where as indiviudals they should focus before the real thing
Training approach
The format of the event falls into three main parts: -
Briefing on the questions and how best to structure a response
Role-plays ideally comprises of one facilitator, two delegates
Review and agreement on areas to be addressed
Programme outline
The coahing elements of the programme are lead by one consultant for three delegates. We recommend that all those to be interviewed attend the first and last sessions, breaking into syndicates for the coahcing. This ensures that everyone can contribute to the imnportant final session and agree responsibilities for any work to be undertaken before the visit.
